With on going austerity measures, West Sussex County Council was required to make £79m worth of savings across the organisation in 2010.
As part of a 10 year partnership, Capita has re-designed and transformed the finance work stream at West Sussex.
In 2012, Capita began a 10 year partnership with West Sussex County Council for the delivery of support services including business administration, HR and payroll, finance, online service delivery and pension administration.
To improve consistency and reduce duplication, a more detailed review was carried out to understand each finance process across the five hubs, their impact on service delivery and dependency on resources, technology and location.
Introducing better technology
A new, electronic scanning and filing system was introduced to replace the traditional paper-based processes.
Capita worked alongside West Sussex to review their current financial processes. It highlighted specific areas where there was scope for service improvements.
Better performance through automated procurement processes
Building on the Council’s progress of introducing more stringent procurement, PO and invoicing processes, Capita has enhanced the solution by introducing a centralised and automated scanning solution.
Training and career development
Capita strives to grow and empower its staff, ensuring they have the correct skills to deliver services effectively. Throughout the service redesign and business as usual activities employees have been given appropriate training opportunities, enabling employees to develop their roles to lead the transformation programme as it moves into business as usual activity.
- Cost savings worth over £700,000 across the service area through automation of invoicing and a reduction in manual data input required
- Greater resilience across the service area through the provision of consolidated teams of multi-skilled resources
- An auditable end-to-end procurement process where invoices are visible within the system
Looking to the future
Capita strives to harness its culture of ongoing change and continuous push for efficiencies to support West Sussex through the partnership on an ongoing basis. Looking ahead, Capita will embark on decommissioning the Council’s legacy Formbuillder system and replace it with a more streamlined and seamless process to raise and purchase goods through the existing SAP system.
